Handmade bread, sweets and crafts from disability-support facilities will be sold at Saitama’s prefectural government grounds on October 30. Eighteen facilities are scheduled to take part in the Kappo Halloween Festa, according to the prefecture’s announcement.

The event runs from 11 a.m. to 2 p.m. at Midori no Hiroba, north of the main government building, and will go ahead in light rain. It is organised by the council that operates the government complex’s Kappo welfare shop.

Kappo was established in April 1997 to create opportunities for people with disabilities to work and participate in society. The market extends that shop’s activities into a short public sales event; the announcement gives no estimate of revenue or attendance.

Local perspective

The economic point here is the sales channel: products from multiple facilities are brought to one public venue through an established welfare shop. Visitors can encounter the makers’ output as ordinary purchases, linking the shop’s stated participation mission with a specific trading opportunity. That is a reason to examine how such outlets connect producers and customers, without claiming that one three-hour event changes employment or facility finances.
