Matsuyama has updated its advice on protecting household water pipes from freezing, asking residents to insulate exposed outdoor pipes, water-heater piping and valves before temperatures fall below freezing.

Pipes exposed above ground or on a windy north-facing side of a building are particularly vulnerable because water inside can freeze and rupture them. The city recommends commercially available insulation tubes or cloth secured around the piping.

If a pipe freezes and water stops flowing, the city says to cover it with a towel or cloth and slowly pour lukewarm water over it three or four times. Hot water can crack the pipe and should not be used. If a pipe bursts, residents should shut the meter valve and ask a city-designated plumbing contractor for repairs; if the valve will not close or the leak continues, they should contact the city’s water-pipeline management centre.
