Kyoto Prefecture says access to advance-registration websites used for convenience-store fee payments has been restored. Its fee-payment guidance, updated on October 23, says the access problem occurred on October 22.
Under this payment method, users register online before paying cash at a participating convenience store. The prefecture lists eligible fees by department and cautions against opening several application sites at once because this may cause payment problems.
The system is part of the payment arrangements introduced after Kyoto abolished its own revenue stamps in September 2022. These prefectural stamps are different from national revenue stamps, which remain in use. Refund requests for unused Kyoto prefectural stamps must arrive by September 30, 2027. The appropriate payment route still depends on the particular administrative procedure.

京都府は10月23日更新の手数料納付案内で、前日にアクセスできなくなっていたコンビニ納付の事前登録サイトが復旧したと知らせた。この方式はウェブで登録後、対象店舗で現金を支払うもの。利用できる手数料は部局別に案内され、複数の申込サイトを同時に開かないよう求めている。府独自の収入証紙は2022年9月に廃止され、未使用証紙の還付請求は2027年9月30日必着。国の収入印紙とは異なり、手続ごとに納付方法の確認が必要。
