Otaru has announced a one-off payment of 6,000 yen per eligible household to help older residents and other specified groups affected by rising prices. A dedicated enquiry centre opens on October 26.

This is a household payment, not 6,000 yen for each tax-exempt resident. It is a city initiative financed by a national grant for measures against rising prices.

The basic requirements include residence registration in Otaru on September 1, 2026, and exemption from fiscal 2026 individual resident tax for every household member. Eligible categories cover households composed solely of people aged 75 or over, households whose head receives medical-expense assistance for severe disabilities or designated-disease medical support, and households receiving the full child-rearing allowance. The city notice sets out the detailed conditions and exclusions.

Notices and confirmation forms will be sent in stages from late October. Some households with a previously recorded bank account need take no action unless changing the account or declining payment; those sent a confirmation form must return it with supporting documents, postmarked by the end of December. Payment timing depends on the procedure used. The enquiry centre operates on weekdays from 9 a.m. to 5 p.m. through December 28.
