Takamatsu residents can comment until November 24 on a draft policy to move the city’s rental-bicycle service towards a shared-cycle service run through public-private cooperation. The consultation opened on October 22; the proposal remains a draft.

The city says it has been testing arrangements, including options involving privatisation, to understand demand and operating problems. The stated aim is to make the bicycle service financially sustainable. The draft draws on trends seen in that demonstration work.

Comments can be delivered to the transport-policy department or sent by post, fax or email. In-person submissions are accepted on weekdays, excluding holidays, from 8:30 a.m. to 5 p.m.; comments by telephone are not accepted. The city plans in principle to publish submissions without personal details and will not reply individually. Draft materials are available through the city’s notice and designated municipal offices.
