Shiga reported 31 public-facing web systems offline as of 3 p.m. on October 23 while responding to a serious vulnerability in the PHP programming language. The total included 19 prefectural schools.
The prefecture had identified 143 systems, of which 112 were public. That public category combines systems already addressed, those operating with some functions suspended, and systems that do not use PHP; it does not mean every public service was fully restored.
The affected systems listed in the third report include the Lake Biwa Museum, the Medical Net Shiga emergency medical-information system and the WORK Shiga employment site. The prefecture describes temporary site or service suspensions as a security precaution and says it will issue further updates. The figures are an October 23 snapshot, so readers should consult the official notice for subsequent changes.
