Kyoto’s governor and education board will discuss a proposed high-school education reform action plan on October 27, 2026. The meeting is scheduled for 2–3:30 p.m. at the prefecture’s welfare centre in Kyoto city’s Kamigyo ward.

Ten observer places are available on a first-come basis. Registration at the venue runs from 1:30 to 1:45 p.m., before the meeting begins. The agenda concerns a provisionally named action plan for developing people’s capabilities with 2040 in view; the announcement does not report an adopted reform programme.

The general education meeting brings the governor and education board together to coordinate education policy and share their understanding of educational challenges. This will be its first meeting in the 2026 fiscal year.
