Tokushima’s library festival is running from October 27 to November 9, with water-related books and activities marking a century of the city’s water supply. The city announced the programme on October 23. A separate fifth-floor gallery panel display continues until November 30; the library is closed on November 10.
The general room, children’s room and mobile library have water-themed book displays, with the mobile programme limited to its scheduled rounds. Storytelling sessions for ages three and above include October 29 and 30, and selected November dates. The October 24 water class has already passed and should not be treated as an upcoming part of a visit.

A library’s treatment of water history can direct attention to the everyday infrastructure behind a city, alongside its better-known attractions. Linking panels with books lets interested visitors pursue that subject at different depths. The separate display periods are useful planning information; the programme does not establish foreign-language provision or increased visitor spending.
